The Naberezhnye Chelny project applies innovative planning to create an inclusive, safe, and sustainable urban environment. The 73-hectare site is outside the city of Naberezhnye Chelny, at the edge of the “old” and “new” sections of the city. Due to the site’s size, location, and proposed density, we started by evaluating the project’s impact on the city as a whole to inform planning and policy mechanisms for integrating the two districts.
Residential areas are the basis of the proposed plan. Mixed-use buildings enclose courtyards that serve as semi-private spaces for residents. The street grid is based on block development with higher population density. The proposed streets are narrower by design to favour pedestrian movement and limit automobile speed and congestion.
Two scenarios are under consideration, depending on the city infrastructure delivery programme and the physical accessibility of the site. The first scenario calls for development of the southern part, while the second proposes to develop the northern part. Proposals include constraints and opportunities analyses, risk assessments, and outlines of the benefits of each scenario.
